I say yes. It shows Bond's origin, therefore it has to be a different character. It was also made clear that this is not a code name. It would be weird if the new 007 coincidentally has the exact same name as the last agent with that number. And Moneypenny also gets kind of an origin story (which I thought was really cool). In Skyfall at least- which takes place in the same universe as the other Daniel Craig movies.
The only thing that's an argument for it being in the same universe is that Judi Dench is still M.
I think there's little question that it is. If you want to make an argument about it referencing previous Bond stories, look no further than the Golden Eye video game remake which updates the events of the Golden Eye film and game events with Craig's Bond and his setting. So Craig's Bond probably remakes some of those familiar stories for his universe.
100%. Some people have said that it is in the same universe because of the “Codename Theory”, but the codename theory is complete nonsense and, yes it has evidence, but the evidence can be proved wrong easily.
Yes. The EON films from Dr. No up to Die Another Day take place in a sliding timeline between the 1960s and early 2000s, and Bond being born in 1918-20, so Bond seems to not age even while the world around him moves forward in time. Casino Royale was a soft reboot of tge timeline where he was born in 1968 and all events are associated with mid-2000s up to the present.
Also, the Craig-Era video games should be set in the same universe, except for the On Her Majesty's Secret Service segment of 007 Legends, which was fully contradicted by Spectre in 2015.
