The Bagpipe Weapon is a flamethrower and/or a machine gun, disguised as a working pair of bagpipes.
History[]
Casino Royale (1967 film)[]
While Evelyn Tremble is having his drug induced dream sequence Vesper Lynd mows down dozens of people including an entire pipe band marching past with Peter O'Toole in it. It transpires that Tremble has not hallucinated all of the events.
In this case, it appears that the set could be played as a musical instrument. Bagpipes are also seen in earlier sequences such as when Sir James Bond visits Lord McTarry's castle. It is unclear whether those were intended to be weapons as the heavies playing them end up fainting.
The World Is Not Enough (film)[]
While James Bond was exploring Castle Thane, he had spotted a man playing the bagpipes inside one of the rooms, and slowed down for another look. Bond then witnessed this man using the bagpipes as a machine gun against a mannequin, before then unleashing a burst of flame. Bond then joked to Q about paying the piper, only to be ignored by an irritated Q.

Description[]
In all portrayals, the modified bagpipes are a set of Great Highland Bagpipes, rather than any other variety. These are the kind most commonly found in Scotland itself, and have been made famous by the Scottish Diaspora and most modern pipebands. The bag is held and one of the drones, or possibly the chanter, is used as the gun/flamethrower itself.
