The Minister of Defence is a fictional unnamed official within Her Majesty's Government and head of the Ministry of Defence. A minor character, he briefly appeared in the 1997 James Bond film, Tomorrow Never Dies, and was portrayed by British actor, writer and real-life politician Julian Fellowes.
Biography[]
After the HMS Devonshire sinks in Chinese waters, the United Kingdom has to react. The Minister of Defence summons both M and Admiral Roebuck to evaluate possible intelligence and military reactions. He is not quite convinced of Roebuck's 'full-scale retaliation' plans, but when he learns that the British sailors were shot with Chinese ammunition (fake news provided by Elliot Carver), he orders Roebuck to send the fleet to China.
