The Nine Eyes Committee is an intelligence-gathering alliance named after and inspired by its real-world counterpart the "Five Eyes" (the latter comprising Australia, Canada, New Zealand, the United Kingdom, and the United States). Comprised of the nine largest national based intelligence networks, the alliance's formation is a central plot-point of EON Productions' 2015 James Bond film Spectre.
Background
Max Denbigh (C), the head of the privately-backed Joint Intelligence Service (consisting of the recently merged MI5 and MI6), campaigns for Britain to form alongside 8 other countries "Nine Eyes ", a global surveillance and intelligence co-operation initiative between nine member states. However, it is revealed that the criminal organization SPECTRE has been involved in the creation of "Nine Eyes" and has been staging terrorist attacks around the world, creating a need for the programme. In return, SPECTRE will be given unlimited access to intelligence gathered by Nine Eyes. According to email correspondence between M. Worth and Bill Tanner, representatives of the Spanish, Chinese, French, German, Italian, Japanese, South African, British, and American intelligence services were present at Nine Eyes' inaugural meeting in Tokyo, Japan. Notably, the Centre for National Security's (CNS) website later lists Australia as a participating country, omitting Italy. After SPECTRE's involvement is unearthed and Denbigh killed, the planned alliance, along with its global surveillance apparatus, was presumably dissolved.

- Member states vary subtly across the on-set UI screen graphics designed and created by Rushes Postproduction; with the UK, Germany, Japan, South Africa, France and United States appearing consistently. Released mock-ups of the CNS website interface show the tentative inclusion of Australia and Italy, which each appear in different scenes in the final film. Israel was also initially included, but does not appear in the finished film.[2]
