Sir Cecil, also known by the code-name Architect, was a chairman of the Joint Intelligence Committee and, secretly, an operative of the Russian counterintelligence agency, SMERSH. The character served as an antagonist in Dynamite Entertainment's 2020 James Bond graphic novel, Reflections of Death.

Biography[]

Sir Cecil, code-named "Architect", was an influential SMERSH agent involved in a plot to corrupt the highest levels of British government through extortion, blackmail and bribery. His role was to secretly distribute laundered money to compromised officials from a central slush fund. Cecil's public placement as chairman of the Joint Intelligence Committee provided him with significant access to national secrets and the power to regulate the activities of MI6. After James Bond killed of one of his compatriots (a spy named Chekov) on British soil, Sir Cecil chaired an investigatory meeting of the Joint Intelligence Committee on 5th November 2020. MI6, aware of the traitor in their midst, provided selective information and monitored his cellular traffic for incriminating evidence. Bond intercepted Sir Cecil at his London residence, bought with Russian money, and revealed that he had dismantled Architect's spy ring. After an aborted attempt to have 007 killed by one of his hirelings (in reality, a friendly MI6 plant), Sir Cecil was shot dead with Chekov's firearm - making it look like SMERSH had killed one of their own.
