Low ranking?[]
Is Fatima Blush really a "low ranking" member? Sure, 12 is a lower number than the ones above, but she sits in the meeting and it appears that this is the top of Spectre. And she appeared in the movie as a top assassin and top operative, tasked to make sure that the organisations plans go as planned.
